And I am Deb Sarkissian. This hour: the Panama Canal announces it will cut the number of ships allowed through because of El Niño. Then Criminal Intent: a Florida man caught watching his ex-girlfriend sleep for months — this one is from June of last year.

In just a few minutes: The World Desk, where the Panama Canal operator says low rainfall has forced a decision that will slow shipping through one of the world's most crucial waterways. That is coming up on KRAK 11 News.

Good morning. I'm Chip Marlowe.
And I'm Deb Sarkissian. It is three in the morning in Wexler County, and we have news from five continents.
The Panama Canal is always busy.
It is. And this morning it is getting less busy by design.
We begin in Panama, where the Canal Authority has announced it will reduce the number of ships allowed through the waterway.
Low rainfall caused by El Niño has forced the decision. The canal depends on freshwater lakes to operate its locks, and water levels have dropped significantly.
That canal handles about fifteen percent of all American shipping. Everything from the Atlantic to the Pacific goes through there.
It connects the Atlantic to the Pacific. About six percent of global trade passes through it.
That is what I said.
It is. The canal authority says cuts will remain in place until rainfall returns to normal levels.
London. The Prime Minister has donated a biography of himself to the Downing Street library.
Of himself.
That is correct. The Downing Street library was established in nineteen thirty-one, and incoming leaders traditionally add to the collection.
What was the title?
The biography is titled 'Keir Starmer: The Biography.'
That is straightforward.
It is. Seven of his ministers also donated books to the collection. The library is open to staff and visitors at Number Ten.
The canal connects Costa Rica to Colombia.
It connects the Caribbean Sea to the Gulf of Panama. The country is Panama.
Which is between Costa Rica and Colombia.
That part is correct.
The West Bank. New details this morning on the reopening of the settlement at Kadim.
Thirty families described as pioneers have arrived at the site, which was evacuated two decades ago during Israel's withdrawal from Gaza.
The decision has drawn international criticism. Palestinian residents in nearby communities say they are fearful of what the return means for their safety.
The Israeli government has not commented on the timeline for additional arrivals. We are following it.

Good morning. Welcome back to KRAK 11 News.
It is the third Sunday in August, and that means it is time for another installment of the KRAK 11 Florida Man Tribute. We have four entries this week. They are all remarkable.
You keep a running count.
I keep an excellent count. It is alphabetized by crime.
Back in October of last year, someone drove a golf cart through the grounds at the Azalea Ridge Country Club near Tampa and caused a hundred thousand dollars in damage.
Police say the suspect drove the cart in circles across fourteen greens, three fairways, and a newly planted flower bed near the clubhouse. They used the word donuts in the report.

Back in June of this year, a Trump administration official suggested to The New Yorker that if the United States were to acquire Greenland, it could bring back the all-you-can-eat shrimp promotion at Red Lobster.
The reasoning, as reported, was that Greenland's waters are full of shrimp and territorial expansion would secure the supply chain.
Back in January of this year, a former Bartow police officer was arrested on animal cruelty charges after allegedly poisoning his girlfriend's Maltese poodle.
Hillsborough County deputies say he told them he did not like the dog. The poodle survived and the officer resigned.
Back in June of last year, a Deltona man was arrested after deputies say they found him hiding in his ex-girlfriend's backyard at three in the morning. Prosecutors allege he had been watching her sleep for months.
Deputies say he admitted to watching through her bedroom window on multiple occasions. He is charged with aggravated stalking and burglary.
That brings the KRAK 11 Florida Man Tribute count to forty-three entries in forty-one weeks.
